The service
SolveTO is a free civic reporting platform that allows Toronto residents to report infrastructure issues (potholes, graffiti, broken streetlights, etc.) to the City of Toronto and their ward councillor. The service is provided by Ahmed Nadar, operating as SolveTO. SolveTO is an independent platform and is not affiliated with, endorsed by, or operated by the City of Toronto.
Use of the platform
By using SolveTO, you agree to submit reports in good faith about genuine civic issues. You agree not to submit false, misleading, or malicious reports. Reports containing harassment, threats, or content targeting individuals (rather than infrastructure issues) will be removed.
Misuse policy
Accounts that submit false, spam, or malicious reports will receive a warning on the first and second occurrence. On the third occurrence, the account will be permanently suspended and all associated reports may be removed. SolveTO reserves the right to suspend accounts immediately in cases of severe misuse (threats, harassment, or illegal content).
Report delivery
SolveTO delivers reports to the City of Toronto (via 311) and to the relevant ward councillor on a best-effort basis. We do not guarantee that the city or councillor will act on any report. Once a report has been submitted and emailed to the city, it cannot be edited. To request removal, contact support@solveto.ca.
Reference numbers
Each report is assigned a SolveTo reference number (e.g. STO-A3F7K2). This is an internal SolveTo identifier for your records and quick lookup. It is not a city, municipal, or 311 case number. SolveTo does not have direct access to city 311 systems. If a city assigns its own reference in the future, it will be displayed separately.
AI-generated content
Reports are drafted using AI (Claude by Anthropic) based on your submitted photo and location. You are responsible for reviewing and approving the AI-generated content before submission. SolveTO is not responsible for inaccuracies in AI analysis.
Public reports and anonymity
Reports submitted through SolveTO are displayed publicly on the platform's map and reports page. By submitting a report, you agree that the issue details (type, photo, description, location) will be publicly visible. Your identity is protected by an anonymous username assigned to your account. Your personal information (email, phone) is never displayed publicly.
Photos
By uploading photos, you confirm that you have the right to share them. SolveTO uses AI to automatically blur faces detected in photos to protect the privacy of bystanders. Photos are used solely for civic reporting purposes.
What should NOT be reported
Do not use SolveTO for emergencies (call 911), gas leaks (call Enbridge), or issues requiring immediate action such as fallen power lines. Noise complaints, bylaw disputes, and private property issues are better handled by calling 311 directly. SolveTO currently only serves Toronto — reports outside city boundaries will not be routed.
Financial support
Contributions to SolveTO via the Support page are voluntary and non-refundable. They support the continued operation of the platform. Contributors do not receive ownership, equity, or guaranteed features in return. Payments are processed securely by Stripe.
Availability
SolveTO is provided as-is. We aim for high availability but do not guarantee uninterrupted service. We reserve the right to modify, suspend, or discontinue the platform at any time.
Changes to these terms
We may update these terms from time to time. Continued use of SolveTO after changes constitutes acceptance of the updated terms.
